Most Nepali engineers who want an Engineers Australia (EA) migration skills assessment apply through the Competency Demonstration Report (CDR) pathway. You upload your degree, transcripts, passport, English test result and CV, and you write a CDR made of a CPD statement, three career episodes and a summary statement. For 2026-27 the CDR assessment fee is AUD 1,034 including GST, and a standard application takes around 15 weeks just to be assigned to an assessor.
This guide covers who needs a CDR, each step from choosing an occupation to receiving the outcome letter, the current fees and English scores, and the mistakes that slow down Nepali applications. Who needs a CDR for Engineers Australia
EA assesses engineers for migration through five pathways:
- Washington Accord qualifications (Professional Engineer)
- Sydney Accord qualifications (Engineering Technologist)
- Dublin Accord qualifications (Engineering Associate)
- Australian accredited qualifications
- The Competency Demonstration Report, for everyone else
Nepal is not a signatory of the Washington Accord, so a BE or BSc Engineering from Tribhuvan University, Kathmandu University, Pokhara University, Purbanchal University or another Nepali university is normally assessed through the CDR pathway. You can check the current signatory list on the International Engineering Alliance website. EA also uses the CDR when a qualification is not accredited, only provisionally accredited, or when you want assessment in an occupation that differs from your degree title. If you studied a degree in another country, first check whether that program falls under one of the accords.
The four occupational categories
EA decides your category from your qualification and your CDR. The middle column below is a general guide, not a rule.

Step-by-step Engineers Australia CDR process
Step 1: Choose your occupational category and occupation
Decide which EA category you are aiming for and which occupation you will use for your visa. Australia's skilled occupation lists have used ANZSCO codes (for example, Civil Engineer is 233211), and the government is moving to the newer OSCA classification. Check which code applies to the visa you plan to apply for on the Department of Home Affairs website. EA only assesses your skills. It does not give migration advice or award visa points.
Step 2: Gather your documents
EA asks for high-resolution colour scans. For the CDR pathway, prepare:
- Passport bio data page, and change of name documents if your name differs between documents
- A recent colour passport-size photo
- A detailed CV
- English test result, unless you are exempt
- Degree certificate and full academic transcripts, with official English translations if they are not in English
- Licensure or registration certificate, if applicable. For engineers who have worked in Nepal this usually means your Nepal Engineering Council certificate. See our page on the NEC licence exam and registration.
- Employer reference letters for any career episode based on paid work
Nepali experience letters and certificates often carry Bikram Sambat dates. Convert every date to AD with the Nepali date converter (BS to AD) and make sure the dates in your CV, career episodes and reference letters match exactly. If you photograph documents on a phone, turn them into clean PDFs with the JPG to PDF tool and reduce large files with Compress PDF, keeping the text sharp enough to read.
An employer reference for an employment-based episode must show: full-time or part-time, pay rate, start and end dates, your job title, at least five main engineering duties, the signature and endorsement of the manager or HR officer who issues it, their work contact details, the company stamp if one is used, and the date of issue. A short "to whom it may concern" letter with only your name and dates is not enough.
Step 3: Write the CDR
The CDR has three parts:
- Continuing Professional Development (CPD) statement: a list of courses, seminars, training and self-study since graduating.
- Three career episodes: essays in the first person about your own engineering work, each with numbered paragraphs such as CE 1.1, CE 1.2.
- Summary statement: written on EA's template for your occupational category, cross-referencing the paragraph numbers where you showed each competency element.
All 16 competency elements must be addressed at least once across the three episodes. For Professional Engineer they fall under three units: knowledge and skill base, engineering application ability, and professional and personal attributes.
Step 4: Submit through the EA portal
Create an account on the EA portal, choose the CDR pathway, upload the documents and pay the fee. EA expects the application to be assessment ready when you submit it, so do not upload drafts planning to fix them later. You can add fast track at this stage if you want quicker assignment to an assessor.
Step 5: Respond to any gaps
If the assessor finds gaps in your application, EA's current booklet says you get one opportunity of 30 days to address them. Keep your source documents, calculations and drawings ready so you can reply within that time.
Step 6: Receive the outcome
The outcome letter states the occupational category EA has assessed you in. Visa steps such as an expression of interest are handled separately with the Australian government.
Engineers Australia CDR fees for 2026-27
These fees are from EA's fee page updated on 2 July 2026. All amounts include GST. Fees change each financial year, so check EA's page before you pay.

Worked example: an applicant who wants a CDR assessment with fast track pays 1,034 + 396 = AUD 1,430. Bank charges for international card payments are extra, so check with your bank in Nepal.
How long the CDR assessment takes
EA's website says standard applications generally take around 15 weeks to be assigned to an assessor. With fast track, EA aims to assign the application within 20 business days. The time after assignment depends on the quality of your documents and on whether the assessor asks for more information. These times change through the year, so check EA's current processing times.
A realistic plan for a working engineer in Kathmandu might look like this: one to two months for the English test and collecting documents, two to three months to write and check the CDR, then around 15 weeks of waiting on the standard track. Writing usually takes longer than people expect, because you need the actual design files, site records and reports from old projects.
English language requirements
For tests taken on or after 7 August 2025, EA's current booklet sets these minimum scores in each component:

Some applicants are exempt, for example certain graduates of Australian institutions and holders of passports from some English-speaking countries. A Nepali degree taught in English does not by itself give an exemption. Check the exemption list and test validity rules in EA's current booklet before booking a test. Visa English requirements are separate and may be higher.
Common reasons for delays
- Blurred or cropped scans, or transcripts missing pages
- Employer references without duties, pay rate, signature or contact details
- Dates that do not match across the CV, references and career episodes, often from BS to AD conversion errors
- Career episodes that describe the team's work and never say what "I" did
- Summary statement references pointing to paragraphs that do not show the element
- Paragraphs not numbered, or an element missing from all three episodes
- Copied text from reports, websites or other people's CDRs
Write your CDR yourself
EA requires you to write your own CDR and checks every application for plagiarism. If a CDR is written by someone else or contains copied material, EA rejects the application and can ban the applicant from applying again for 12, 24 or 36 months. Paid CDR writers often reuse the same project descriptions for many clients, and assessors notice. Ask a senior engineer or friend to read your draft for clarity, but every sentence must describe your real work in your own words. An honest, plain CDR is far safer than a polished one you cannot explain.
Frequently asked questions
Can a fresh graduate with no job experience apply through the CDR?
Yes. EA allows recent graduates to base career episodes on their studies, such as the final year project. For an academic project, include your supervisor's name and email and the subject name and code, and explain your personal part in any group work.
Do I need NEC registration for an EA assessment?
EA lists a licensure or registration certificate as needed "if applicable". In Nepal, engineers need Nepal Engineering Council registration to practise, so if your career episodes describe engineering work in Nepal, upload your NEC certificate. Our NEC licence exam page explains the process.
Does fast track improve my chance of a positive outcome?
No. Fast track only speeds up assignment to an assessor. The outcome still depends on your documents and the quality of your CDR.
Does a positive EA outcome guarantee an Australian visa?
No. The outcome is one requirement for skilled visas. Visa eligibility, points and invitations are decided by the Australian government.
